摘　　要： 高职学报在发展中普遍面临着编辑缺乏、资金缺乏和优质稿源缺乏的“三缺”困境。要从根本上解决“三缺”困境,必须从制度层面入手,大力引进专业的编辑人才,不断提升编审效能。同时,高职学报编辑也应树立自信心,不断优化审约稿制度,摸索出一条适应学院发展以及区域经济特色的个性化办刊道路。 Secondary vocational school students have poor cultural theory and bad behavior habits. Because of the direction of national macro policy and the role of social reality, secondary vocational school students are mostly in the middle and lower classes of society after graduation. According to Marx’ s “ social existence determines people’ s spiritual life and political life” theory, their values and moral standards are also relatively at a relatively low level. Therefore, the secondary vocational school students’ moral education evaluation system should be based on the sec-ondary vocational school students,present situation analysis and future orientation, and conform to the secondary vo-cational school students’ own characteristics, so as to evaluate them objectively and scientifically.
