摘　　要： 社会组织承接政府职能转移,不仅有利于提高公共服务供给效率,培育多元社会治理主体,还有助于增强社会组织自身发展能力。然而,由于政府转移行为"形式化",社会组织运行"行政化",导致转移出来的职能"内卷化"。因此,要通过制定职能转移目录,建立合作契约关系,开展全过程监督和评估,减少社会组织和政府利益合谋的风险,摆脱"内卷化"的困境。 The behavior of inheriting government functions for social organization is not only helpful for improving efficiency of the public service, but also for cultivating diversified governance body. However, due to formalism of government behavior and administrativization of social organization,those transfered functions become involu-tion. Therefore, some necessary monitorings and evaluations are needed to avoid plight of involution.
