摘　　要： 全面提升创新服务能力,是河南完善创新体系、建设创新型省份的重要保障。推进河南政府职能由研发管理向创新服务转变符合外部环境与自身发展的需求,应重点在管理内容、手段、方式上推进转变,在观念、体制、机制等方面采取措施。 Comprehensively improving the service abilities of innovation is an important guarantee for Henan to perfect its innovation system and build an innovative province. It is suitable to promote the change of Henan Provin- cial government functions from R ＆ D management to innovative services in accordance with the external environ- ment and their own development needs. We should focus on promoting the transformation of management content, means and methods, and take measures in the aspects of idea, system and mechanism, etc..
