摘　　要： 公共环境支出是实现生态保护、环境治理的重要手段。本文选取2000—2014年31个省、市、区相关统计数据,引入泰尔指数法对中国公共环境支出的非均衡性进行测度。结果显示:公共环境支出总体差异性呈逐年缩小趋势,且区域间差异也呈不断下降态势,但区域内差异始终保持对总体差异的较大贡献度,成为地区差异的主要矛盾;而从各经济区泰尔指数分布来看,其内部不同地区间存在显著的差异性,即公共环境资源配置与其人口匹配度呈明显分异状态。此外,根据经济发展水平和公共环境支出两个交叉维度划分的标准类型可知,仅有北京、天津、内蒙古和黑龙江实现了第Ⅰ类型(经济发展与公共环境支出双高型),其余地区均未实现第Ⅰ类型。据此,本文提出进一步优化制度环境、重点扶持且合理有度、推进地区协同共享治理模式等政策启示。 Public environmental expenditure is an important means to achieve ecological protection and environmental governance. This paper selects the 31 related provincial statistical data in China from 2000 to 2014, and introduces the Theil index method to measure the non-equilibrium of public environmental expenditure. The results show：the overall difference of public environmental expenditure is decreasing year by year, and the regional difference is shrinking constantly. However, the difference within the internal region maintains a greater contribution to the overall difference all the time, and becomes the main contradiction of regional difference. From the distribution of the Theil index in each economic area, there are significant differences among different provinces and cities, namely the allocation of public environment resources is marked non-matching state different from that of population. In addition, according to the standard types of two cross dimensions of the economic development level and public environmental expenditure, only Beijing, Tianjin, Inner Mongolia and Heilongjiang reach the first type （the double high type of economic development and public environmental expenditure）, while the other provinces and cities do not realize the first type. Accordingly, the paper puts forward some policy implications, such as further optimizing the system environment, giving priori and reasonable support, and promoting regional collaborative governance models.
