摘　　要： 英国检察官培养制度的特点主要体现在检察官来源与分类遴选培训、检察官在任培养与考核、英国检察官职业伦理规范建设等方面。考察2011-2015年英国皇家检控署的运行状况发现英国检察官培养制度在人力资源管理、绩效管理、工作方式以及运作模式等方面都颇具特色。英国检察官培养制度存在种族歧视、与警察关系不睦、职业保障不足等问题,这些问题既是传统的种族旧习余毒的反映,也有固有的检警模式等原因。反思英国检察官培养制度,借鉴其合理因素,建议我国建立在法律职业共同体中的检察官遴选制度,构建适时、实效的检察官在任培训制度,建设全面与细致的过程与结果兼顾的检察官考核制度,塑造统一的检察官职业价值观以及构建"以人为核心"的检察官管理制度。 The features of the prosecutor training system mainly include origin,classification selection,training,assessment and professional ethics construction of the prosecutor,etc.Inspecting the running condition of the CPS in England and Wales from 2011-2015,the author finds that the prosecutor training system in England and Wales has its own characters in the respects of human resource management,performance management,method of work and operating mode etc.It exist some problems,such as racial discrimination,Inharmony with the police,lack of professional security,etc.These problems are reflections of traditional radical old habits,and have their inherent causes of Relationship between the police and the prosecutor as well.Rethinking the prosecutor system in England and Wales and making its reasonable elements for reference,the author advises that we should construct a prosecutor selection system in legal professional community,establish an effective prosecutor training system,set up a comprehensive and careful prosecutor assessment system considering both process and result,create an unified prosecutor professional value notion and a prosecutor management system with'human centered'.
