摘　　要： 从现行的政策文本和试点经验出发,窥见农村宅基地改革的内在逻辑,农村宅基地制度改革遵循着节约保护耕地、保障农民利益、实现资源最优配置的原则。提出了宅基地制度改革的实现路径:完善农村宅基地相关政策和法律,厘清政府管理职责;坚持自愿有偿的宅基地退出机制,科学制定补偿标准;完善宅基地退出的配套机制,实现改革效果的行稳致远;整治空心村,盘活宅基地资源;充分利用基层自治,尊重农民的自主性。 From the current policy text and the pilot experience, I get a glimpse of the inherent logic of the rural homestead reform. The reform of the rural homestead system follows the principle of conserving the cultivated land and protecting the peasants＇ interests and realizing the optimal allocation of resources. Then I put forward the realization of homestead system reform path ： Improve the rural homestead related policies and laws to clarify the government management responsibilities;adhere to the voluntary paid homestead exit mechanism, scientific development of compensation standards ;improve the homestead to withdraw the supporting mechanism to achieve the longterm effect of reform; remediation hollow village, disk living homestead resources;make full use of grassroots autonomy, respect for the autonomy of farmers.
