摘 要: 高职教育市场化内涵与高等教育市场化基本一致,但其行动表现却具有特殊性,即以"校企合作、协同育人"为核心。当前校企合作机制仍面临中央集权式管理倾向、利益相关主体参与积极性低两大困境。这些内外部动因催化了校企合作办学机制创新进程,而公私伙伴关系成为探索革新校企合作机制的积极尝试。观念转变,坚持有效性、效率、公平和受益人、可持续发展原则,形成"识别定位、协调管理、评估反馈、变革转型"的跨界机制成为引入公私伙伴关系推动校企合作机制创新的三大策略。 The connotation of Higher Vocational Education marketization basically has no difference with Higher Education marketization. However, performance of Higher Vocational Education marketization is special, and its core is cooperation between colleges and enterprise and cooperation education. The existing mechanism of cooperation education is still facing with two major challenges that are the tendency of centralized management and low enthusiasm for the stakeholders. These internal and external motives catalyze the innovation of school-enterprise cooperation mechanism, and Public-private Partnerships become an active exploration to innovate school-enterprise cooperation mechanism. And there are three key strategies for introducing PPP to promote mechanism innovation which include changing the traditional idea, persisting in principles of effectiveness, efficiency, equity and beneficiaries and sustainability, and forming a cross-border mechanism of recognition and positioning, coordinating governance, evaluation and transition.
