摘　　要： 土地流转有利于资本进入农村,通过大规模收购或租用土地,进行农业现代化和产业化,提高农业生产效率。由于现行金融体系的固有缺陷,金融支持土地流转渠道单一、土地流转融资成本偏高、土地流转融资额度难以满足等问题突出,无法为农村土地流转提供有效的资本支持。导入农村土地流转的政策性农业保险体系以及更新和完善土地使用权抵押制度是突破我国农村土地流转融资"瓶颈"的可行进路。 Land transfer is conducive to capital into the countryside. It is an improve agricultural production efficiency that through large-scale acquisition or lease of land to achieve agricultural modernization and industrialization. Due to the inherent defects of the current financial system which can not provide effective capital support for rural land circulation. The disadvantages sharply highlight such as the financial support for land distribution channels is single, the cost of land transfer financing is high, the amount of land transfer financing is difficult to meet and so on. It is a feasible way to break through the ＂bottleneck＂ of rural land circulation financing that make up the policy of agricultural land transfer system and the renewal and improvement of land ownership right mortgage system.
