摘　　要： 文章论述了国家伦理是确切存在的,指出国家是具有道德属性,国家及其政府人员在行为时总是要受到道德的约束;国家伦理的主体是国家,其目的在于使国家成为有道德的主体,具有对内对外两个层次的道德要求。文章进一步论述了国家伦理的定义、特性及其与公民伦理、行政伦理、政治伦理、制度伦理的重要区别。 This paper expounds that the country ethics does exist, and points out that the country has its moral attribute, and the country and its governmental staff act according to the morality. The main national ethics is the state, and its purpose is to make the country become a moral subject, with two levels of internal and external moral requirements. This paper further discusses the definition and features of national ethics, and its difference from the citizen ethics, administrative ethic, political ethic, and system ethic.
