摘　　要： 儿童福利制度是反映一国社会保障体系成熟与发达程度最重要的指标之一。全面盘点、梳理、建构儿童福利体系,已成为我国社会保障体系建设的当务之急。首先需要在全社会广泛传播科学的儿童观和儿童福利理念,明确儿童不是经济发展的工具而是国家发展的目标、发展是儿童的权利、儿童发展的责任主体是成人社会和政府。其次要依据国情确立建设儿童福利体系的基本原则和方向,在儿童福利标准和模式选择上选择高标准、普惠型,并坚持"以家庭为中心"的指向。再次要建立起有司法保障体系、管理服务体系和监督评估体系构成的儿童福利运行机制。 Child welfare is one of the important indicators of the maturity and development of a country's social security system. It has become a top priority for China to conduct an overview on and clarify its child welfare system, and then construct one with Chinese Characteristics. First, it is necessary to widely disseminate scientific views on children and child welfare. Instead of being viewed as tools for economic development, children are the goals of development. Moreover, development should be conceived as children's rights, while adults and the government should be held accountable for children's development. Second, China needs to give consideration to the country's condition while choosing basic principles and directions for the child welfare system towards high standards, universality and centering on family. Third, the government should introduce an operating mechanism for child welfare, which consists of judicial, administrative, supervision and evaluation system.
