摘　　要： 社会保障的发展离不开历史背景和主流话语体系的变化。在推进国家治理现代化的当下,社会治理作为其实验与示范蓬勃展开,互联网与社区和社会组织为国家治理与社会治理提供了技术平台与组织平台。所有这些都深刻影响着社会保障体系的建设。社会保障属治国理政之基,承载着缩减与发达国家公民权利和福利之"差距压力"的重任;社会保障与社会治理同为和谐社会构建中密不可分、相辅相成的"两翼",该进则进,该退则退,该改则改;借助于发展迅猛的互联网技术,社会保障的信息化提升和服务体系完善迫在眉睫;借助于成长中的社区与社会组织网络,社会保障的各项服务可以有效面向生活在单位制外、社区制内的普通民众,使国家保障与改善民生的政策落地生根。 The development of social security is closely linked with changes in the historical background and the mainstream discourse. Currently, as an experiment and demonstration in promoting the modernization of state governance, social governance is booming. The Internet, community and social organizations provide a technical and organizational platform for state governance and social management. All these have a deep influence on the construction of the social security system. Social security, which takes the great responsibility of bridging the gap between China and developed countries in terms of citizens' rights and welfare, serves as the basis of governing the country. Social security and social governance, which are inseparable and complementary 'two wings' in the construction of a harmonious society, need to adapt to specific contexts. The rapid development of the Internet contributes to the upgrade of information and service system. With the aid of the thriving community and social network, social security and relevant services could be delivered effectively to the individuals living in the communities instead of within the work unit settings, thus the policy aiming at improving people's livelihood can play its due role.
