摘　　要： 社会保障是国家治理的必要手段和重要工具。中国社会保障推进国家治理现代化,要将"以人民为中心的发展思想"与"共享发展理念"作为理论指导,客观看待和有效发挥社会保障在社会、经济和政治等方面的综合治理功能,牢牢把握中央主导、互助共济、破除部门和地区本位主义、与时俱进等社会保障的主要改革方向。 A stable social security system is a necessary means as well as an important policy instrument of public governance. In promoting the modernization of public governance, China's social security should uphold 'people focused development philosophy' and 'shared development' while performing its functions in terms of social, economic and political governance. And in the process of social security reform, it is imperative to uphold the leadership of the central government and the principle of mutual help, as well as to keep pace with the changes. Meanwhile, the mentality of putting the interests of subnational regions or government departments first should be removed.
