摘　　要： 近年来在我国掀起的古城重建热潮实质上是城市更新过程的缩影,反映了我国城市更新的现行发展模式及特征。基于治理理论的视角,城市更新是不同利益主体之间利益冲突与博弈的过程,需要明确责任主体,建构良好的利益整合及平衡机制。本文以J市古城重建项目为例,结合问卷调查数据分析和访谈结果,研究古城重建的困境、关键行为主体的动机及其之间关系的变化。研究发现,对古城价值判断的偏颇与关键行为主体的利益冲突使古城重建陷入困境。为寻找决策均衡点,从民主与效率的价值向度出发,应进行古城更新治理的制度创新。 The boom of the ancient city reconstruction in recent years reflects a particular phenomenon of urban renewal effort in China.Urban renewal is a gaming process resolving the conflict of interests between the different stakeholders.It needs to clarify the responsibilities of the involved and integrate their needs and aspirations.Using the ancient city redevelopment projects of J city as cases,the paper provides findings on the dilemma and motivations of the key actors of ancient city rebuilders through surveys and interviews.The study shows,the dilemma of ancient city reconstruction lies with the often biased understanding of the value judgment and conflicts among key stakeholders.In order to find the point of equilibrium a more innovative governance pattern needs to emerge.
