摘 要: 卫生人力资源的公平性影响着卫生服务公平性的实现。本文利用基尼系数与泰尔指数,对我国基层卫生人力资源配置(特别是基层卫生技术人员)公平性的变化情况以及东、中、西部地区差异进行了分析与研究。研究发现,目前我国中、西部地区基层卫生人力资源配置的公平性有所改善;基层卫生人力资源配置公平性的地区差异仍然存在,差异主要由地区内部差异引起。 The equity of grass-roots health human resources affects the realization of the health service's equity. This paper analyzes the changes in equity of grass-roots health human resources configuration(especially health technical personnel) and the differences between eastern, central and western regions, by using the Gini coefficient and Theil index. At present, the equity of grass-roots health human resources configuration in central and western regions has improved. The regional differences still exist, and mainly caused by internal differences. We should continue strengthening the policy support for the central and western regions, and fully consider the influence of both demographic and geographic factors in the configuration of the grass-roots health human resources in the future.
