摘　　要： 2000年以来,我国多地成立了省级天然气管网公司从事天然气管输和销售业务,目前形成了统购统销、允许代输、开放型三种典型的管网运营模式。在不同运营模式下,天然气终端价格差异显著,开放型管网模式地区的天然气终端价格优势明显,统购统销管网运营模式制约天然气市场化进程。建议加快区域管网市场化改革,鼓励发展开放型管网运营模式,加快省级管网公司向纯输配公司转变,允许跨省就近供气,放开省内管网建设。 Many provincial natural gas pipeline companies have been set up to transport sale natural gas since 2000, which forms the current three typical gas pipeline operation patterns such as total purchase sale, agency transportation, and the opening pattern. The terminal prices of natural gas are significantly different under these operation patterns as follows. The price under the opening pattern is significantly lower than the others, while the pattern of total purchase sale restricts the process of natural gas liberalization. The paper suggests accelerating the marketization reform process of regional gas pipe network, encouraging the opening pattern, speeding up the transformation to the gas transportation and distribution companies for the existing provincial natural gas pipeline companies, allowing the nearest gas supply by cross provinces, and abolishing restrictions for provincial pipe network construction.
