摘　　要： 地方法规是我国法律制度规范的重要组成部分,是加强地方自治和促进地方和谐发展的重要保障,但是我国的地方立法却存在立法观念落后、立法内容抄袭、立法主体单一、部门利益倾向严重等方面的问题,影响了地方立法的民主化与科学化水平。因此,在分析我国地方立法存在主要问题的基础上,就提高地方立法民主化与科学化的相关要求和策略进行了重点研究。 the local laws and regulations is an important part of China＇s legal system, is an important guarantee to strengthen local autonomy and promote the harmonious development of local, but our local legislation has tendency of backward legislation ideal, legislative content, legislative body, single copy of departmental interests serious problems affecting the science and democratization the level of local legislation. Therefore, on the basis of analyzing the main problems of the local legislation in our country, this paper focuses on the relevant requirements and strategies to improve the democratization and scientification of local legislation.
