摘　　要： 利用黑龙江省省域2013—2015年林业补贴政策实施跟踪数据,从县(局)层面揭示林业补贴政策实施结构特点:龙江森工下属机构补贴资金总额高于林业厅下属机构;黑龙江省主要实施造林补贴、森林抚育补贴和生态效益补偿三类。其中,森林抚育补贴总额最大,造林补贴次之,各类补贴实施标准均达国家要求;公益林、天然林是林业补贴政策实施客体。从职工层面进行林业补贴政策实施效果评价:林业补贴政策有利于提高木材蓄积总量,促进地区就业;对职工家庭收入有异质影响,获补贴职工家庭更易从事林下经营;各部门准备充分,上级指导有力,林场履职规范;补贴规模小、标准低,职工承包意愿强与自身条件弱现象并存。基于此,提出完善林业补贴政策的实施建议。 This paper used Heilongjiang provincial area 2013 - 2015 forestry subsidy policies implement data, from the aspect of county （bureau） revealed forestry subsidy policies implementation structure characteristics ： Longjiang forest company subsidy amounted higher than the provincial agen- cy. Carrying out afforestation subsidy, forest husbandry subsidy and ecological benefit compensation, forest husbandry subsidy accounted large, and the afforestation subsidy accounted small. All kinds of subsidy standards met the national requirements. Public welfare forest, natural forest was the guest that forestry policy implemented. From the aspect of worker to evaluate the effect was that increased the total amount of timber accumulation and pro- rooted employment in state - owned forest areas. Family income of workers had a heterogeneous impact. Families with subsidized workers were more likely to engage in forest product. The departments were fully prepared, the higher level guidance was adequate, and the performance standards of the forest farms were standardized. The subsidy scale was small, the standard was low. it was awkward phenomenon that the staff contracted willingness and the condition. Base on this. this oaDer out forward some suggestions to imforove the forestry subsidy policy.
