摘　　要： 社会医疗保险制度的有效、健康运行,对促进城镇和农村居民的医疗可及性及健康水平具有实质性意义。从菏泽市社会医疗保险制度的运行状况看,存在着社会医疗保险政策设计有偏差,主管机构管理效能不足,社区医疗服务受限和政策优越性弱化等问题,针对这些问题,有必要完善社会医疗保险制度。 The effective and healthy operation of the social medical insurance system is of great significance to promote the medical accessibility and health level of the urban and rural residents. It is necessary to improve the social medical insurance system based on the operation status in Heze to solve the deviations of policy design,management inefficiency,restrictions of community medical service,the weakening policy superiorities and other problems.
