摘　　要： 文章聚焦中国新型城镇化背景下农村剩余劳动力转移问题,根据农民就地转移、就近转移和异地转移等不同途径,对城镇和农村状态下农民的转移决策分别进行成本—收益分析。在此基础上,利用2011年浙江省流动人口动态监测数据,对就地、就近和异地等转移途径及农民的幸福感变化进行两阶段实证对比,结果表明:通过亲友、同乡及政府组织等社会资本的帮助提高农民就地举家搬迁能力,是实现农村剩余劳动力转移的有效途径;在东部迁移农民样本中,受教育程度、工作经验等人力资本较高的农民,偏向于选择就地、就近迁移等途径;与东部迁移样本相比,中西部迁移农民的幸福感提升更多取决于能否在就业城镇获得自由住房,市民化意愿更加强烈。据此,建议充分发挥各基层政府、社会中介组织和亲友同乡的作用,加强有效就业信息提供和针对性技能培训等方面的建设,提高农民举家搬迁和市民化的能力,以实现农村剩余劳动力的有效转移。 This paper focuses on rural surplus labor force migration under the background of China new urbanization and conducts a cost-benefit analysis of peasants＂ migration decisions under urban and rural conditions in terms of such different approaches as local migration, nearby migration and off-site migration. A two-stage empirical comparison between such different approaches and peasants＂ happiness changes is conducted by adopting 2011 dynamic monitoring data of Zhejiang floating population. The resuilts show that： improving the peasants＂ ability to relocate their families locally through the help of such social capitals as friends, relatives and government organizations is an effective way to realize the transfer of rural surplus labor force; In the samples of eastern migration peasants, those with such higher human capitals as educational level and work experience prefer local migration and nearby migra- tion; Compared with the eastern migration samples, the increased happiness of the middle and western peasants depends more on the availability of free housing in the employment towns, and their eitizenization intention is stronger. Therefore, it is suggested that the functions of the government, social intermediary organizations, relatives and friends and targeted skill training strengthened to improve peasants＂ ability to relocate the whole family for citizenization.
