摘　　要： 阐述新型研发机构的缘起、概念与特征及存在问题;阐述基于用户和全球资源的海尔开放式创新的背景、理念、运行特点和成效。借鉴海尔集团开放创新平台(HOPE),为中山市建立一个基于开放创新的新型研发机构发展的产业创新平台,提出设计思路,对总体框架、角色、平台功能、关键资源运行进行设计,以实现科技体系的创新突破。 This paper introduces the background, concept, characteristics and questions of the New R ＆ D institutions, describes the background, concept, characteristics and results of the Haier HOPE based on global human resources and users. By drawing on HOPE, with the innovation of science and technology system as a breakthrough point, the paper establishes a new industry innovation platform for Zhongshan city based on the development of ＂open innovation＂ new research and development institutions, puts forward the design ideas, and designs the overall framework, the role, the platform function, and the key resource operation mechanism.
