基于SEDEA-TOPSIS协同评价模型的工业园区循环化改造绩效评价

摘  要: 发展循环经济的重要举措之一就是推进工业园区的循环化改造,通过整合园区资源实现减量化、再循环、再利用。以园区循环化改造目标为指导构建SEDEA-TOPSIS协同度模型,通过SEDEA模型从物质投入产出效率角度考察其减量化绩效,利用TOPSIS模型从减量化、再循环角度评价其综合绩效,最后对基本目标完成情况的协同度进行评价。实证结果表明:针对以季度为决策单元的工业园区,SEDEA-TOPSIS协同度模型能够较准确地对其循环化改造绩效进行评价,在改造期间工业园区的超效率逐步提高、减量成果明显,季度的综合排名呈上升趋势,整体生产情况得到改善;园区的超效率排名与综合运行情况排名存在不一致,但协同度趋于平稳,园区发展趋于稳定。 One of the important measures for the development of circular economy is to actively promote the recycling transformation of the industrial parks. The basic goal is to achieve the principle of "reduction, recycling, reuse" through the integration of park resources. In this paper, based on the goal of recycling transformation, we construct the SEDEA-TOPSIS collaboration model, and evaluate two levels of the performance of the park. In this paper, through the SE-DEA model, the "reduction" performance of the park is investigated from the point of view of material input and output efficiency. Then the paper uses the TOPSIS model to evaluate the comprehensive performance of the park from the angle of "reduction, recycle". Finally, the coordination degree of the completion of the basic objectives of the recycling transformation of the park is evaluated.The empirical results show that, the SEDEA-TOPSIS collaboration model can evaluate the performance of the recycling transformation of industrial parks accurately by defining the operation of the park quarterly as decision making units. During the period of recycling transformation, the super efficiency of the industrial park is gradually increased, and the performance of the "reduction" of the park is obvious. The overall ranking of the quarter shows an upward trend, and the overall production situation has been improved. The ranking of super efficiency and the comprehensive operation of the park are not consistent, but the cooperative degree tends to be stable, and the development of the park tends to be stable.
