摘 要: 山东省自2014年启动水权水市场制度建设试点工作以来,取得了初步进展和明显成效,在初始水权分配与确认、水权交易制度、市场管理与服务平台建设等方面,形成了"以地定水、水随地走"的初始水权确权机制和"刷卡计量,以电控水"的水量水价计量与监控机制,确立了"两证一卡两价一平台"的水市场运作模式和"县中心+协会+用水户"三级联网互动的市场运行管护体系。为下一步在全省推进水权水市场建设积累了经验,带来了启示。当然,其中也存在诸多问题和一些困难,诸如试点工作进展存在区域不平衡、水权交易形式单一且规模不大、水权交易制度尚需进一步完善,水市场平台和水利基础设施建设也尚需强化等。所有这些都需要在今后的实践中,通过持续的工作创新加以解决。 Since the pilot work of water right and water market system in Shandong province in 2014, it has made initial progress and obvious effect.. Formed a mechanism of water rights allocation and confirmation, established a new system of water market operation and protection, brought experience and enlightenment to the water right market construction for the next step in the province. Of course, there are many problems and some difficulties, such as the regional imbalance, a single form of water trading, small size, the water trading system needs further improvement, water market platform and water infrastructure construction also need to be strengthened. All of these need to be addressed in future practice through conthauous work innovation.
