摘　　要： 目前多级控制下小城镇建设的自组织模式存在的封闭性是造成小城镇整体涌现无序的重要原因,为使区域小城镇建设整体有序化,提出以城镇体系为背景的区域组织模式.建立区域组织模式的系统递阶模型,分析资源约束条件下模式实现运行的资源可分配、任务可控性、关联不影响三个条件,进一步指出项目群管理方法的引入有助于系统条件的满足,对建设模式的有效实施有着非常积极的作用. At present, the closure of the self-organized model of small town construction under multi-level control is an important reason for the emergence of disorder in small towns. In order to make the construction of regional small towns orderly, a regional organization model based on the urban system is put forward. The system hierarchical model of regional organization model is established to get coordination condition of resource allocation, task control and relevance without detriment. It is pointed out that the introduction of programme management is conducive to satisfy the system conditions and plays a very active role in the effective implementation of the construction model.
