摘 要: [目的/意义]大数据时代,政府作为公共管理中数据资源的主导者,如何促进其数据开放与共享,实现商业和社会价值转化,越来越值得关注。[方法/过程]文章从宏观层面出发,以我国政府、企业和公众作为研究对象,综合运用文献调查法、案例分析法等,在明确开放数据的内涵和现状的基础上,探究三者在开放数据中的角色、定位及相互关系。[结果/结论]经过对上述问题的思考和分析,厘清了三者之间的关系,构建并分析其关系模式,并提出建议,为开放数据的发展探寻了新的思路。[局限]由于认知的有限性及客观环境的多变性,多角色关系模式的构建尚缺乏数据支撑,研究结论有待进一步深化。 [ Purpose/significance] As the dominant power of data resources in public management in the big data era, government should pay more attention to how to promote the opening and sharing of data and achieve the transformation of commercial and social value. [ Method/process] Starting from the macro level, this paper uses literature survey and case analysis comprehensively to explore the roles, positioning and relations of government, enterprise and public in open data on the basis of specifying the definition and current situation of open data. [ Result/conclusion ] The analysis of the above problems helps clarify the relation a- mong government, enterprise and public. Their relation model is constructed and analyzed to make recommendations for the develop- ment of open data. [ Limitations] Due to the boundary of cognition and the variability of objective environment, the relation model of different roles of open data constructed in the present paper lacks data support, and the conclusions need to be further deepened.
