摘　　要： 在构建起涵盖了"内部条件、外部条件、主观绩效和客观绩效"四个纬度的双语教育政策绩效评价指标体系的基础上,通过对广西壮族自治区南宁市武鸣区4所中小学中的2000多名师生为样本进行问卷调查和访谈并运用因子分析方法进行的分析研究表明:"教师教学能力"和"政策满意度"对双语教育政策实施绩效的影响最大,学生的"学习基础""政策知晓度"和"教材课程等支持条件"位居其次,而学生的"学习动机与方法"对双语教育政策实施绩效也产生一定影响。为切实提高双语教育政策绩效存,应加强规划统筹协调,加大经费投入强度;构建双语教育体系,创新教育教学模式;加强双语课程建设,科学制定教材规划;推进教师队伍建设,确保质量同步提增;把握规律导向舆论,有效提升育人能力;精心打造创新工程,彰显独特文化功能。 With a performance evaluation index system set up from four dimensions,that is,internal conditions,external conditions,subjective performance and objective performance,this paper explores the problems concerning the performance of the bilingual education policy by a questionnaire survey of 2,000 teachers and students in four secondary and primary schools in Wuming District of Nanning in Guangxi Zhuang Autonomous Region. It reveals that ＂teaching ability＂and ＂degree of satisfaction with the policy＂have the greatest influence on the performance of the bilingual education policy; ＂students＇ basic knowledge＂,＂degree of policy awareness＂and ＂supporting conditions such as textbooks and curriculums＂rank second; ＂learning motivation and methods＂also exerts some influence. It finally proposes the following suggestions and measures for improving the performance of the existing bilingual education policy： a better overall planning,more financial investment,a better bilingual education system plus good bilingual curriculums and textbooks,a more qualified teaching team and more innovative teaching methods with a cultural orientation.
