摘　　要： 快速城镇化时期,控规编制、实施体系已难以适应城市发展需求,控规调整逐年增多并呈普遍化态势,成为城市规划管理难题。简政放权背景下,问题尤为突出。文章针对控规调整系列问题,提出了优化规划管理事权、开展规划编制委托合作、建立多部门参与体系、实施控规调整动态更新等4项举措。宜昌五龙片区实践表明,该方法在降低成本、提升效益的同时,保障了其科学性和系统性,具有一定的借鉴意义。 Rapid urbanization period, the compilation of regulatory planning, implementation system has been difficult to meet the needs of urban development, adjustment of regulatory planning increased year by year and generalization, become the problem of Urban Planning Management.
