摘　　要： 中国的改革是政府管治经济发展方式的改良。从计划经济向市场经济的转型过程中,详细规划的目标从"落实项目"转化为"吸引投资",规划逻辑从"项目——用地"转化为"土地——投资";1980年代的经济开放和规划改革将详细规划分化为以"建设项目"为核心内容的修建性详细规划和以"建设用地"为核心内容的控制性详细规划。在市场经济的转轨过程中,详细规划的分裂标志着政府的角色从发展主体分化为发展与管制的双重职能,控制性详细规划成为城市发展的管治工具,治理的模式从部门建设协调扩展到兼顾社会公平的法制化管理,管制对象和管理工具的转变促进了政府部门关系的重构。 China＇s reform is the improvement of government＇s economic development.
