摘　　要： 当前中国正处于水权交易制度建设与推进的关键期,在此背景下剖析和借鉴澳大利亚等发达国家的水资源市场化发展历程和经验具有十分重要的意义。本文在分析澳大利亚水资源市场化背景的基础上,分析了澳大利亚水权交易现状及其绩效。20世纪80年代以来,澳大利亚水资源市场化实践表明:通过建立与市场相匹配的规则和制度,水权交易能够带来显著的经济、社会和环境效应。水权市场的存在,不仅可以动态灵敏地反映水资源的供求状况,而且可以缓解干旱、增加经济和产业弹性,以及提高微观经济主体的抗风险能力等。 China is in the critical period of construction and promotion of water right market.In this context,it is of great significance to analyze and draw lessons from the experience of the market reform of water resources in developed countries such as Australia.This paper first analyzes the background of the marketization of water resources in Australia,and analyzes the present situation and performance of Australian water rights trading.Australia's water market experience since the 1980 shows that through the establishment of rules and systems that match the market,water rights transactions can bring significant economic,social and environmental effects.The water market not only can dynamically reflect the water supply and demand situation,but also can alleviate the drought,increase economic and industrial flexibility and improve the microeconomic risk resistance and so on.
