摘 要: [目的/意义]2017年5月出台的《关于社会智库健康发展的若干意见》中明确界定了中国特色社会智库的定义与内涵。但社会智库如何破解人才稳定性差及资金短缺的问题需要找到更针对性的对策。[方法/过程]本文首先梳理了社会智库相对于体制内智库的比较优势,明确提出人才与资金是社会智库可持续发展的核心要素。接着详细阐释了社会智库在人才吸引、培养与使用上的5点挑战以及社会智库资金短缺及缺乏稳定性的4点原因。[结果/结论 ]立足社会智库人才与资金可持续发展上的问题表现与成因,本文从完善对社会智库的制度扶持,创新智库人才的"招、用、育、留"机制,明确定位、打响品牌、加强合作等3方面提出了中国社会智库可持续发展的对策建议。 [Purpose/signifcance] The newly released policy in May 4 , 2017 defned the meaning of social think tanks which reflected the support of the Central Government for the development of social think tanks. However, it is important to solve the problem of acquiring and obtaining talents and securing fundings stably. [Method/process] Based on the empirical study on social think tanks from practitioners, this paper pointed out the advantages of social think tanks compared with think tanks affliated to governments. Challenges of acquiring and obtaining talents and securing fundings stably were carefully examined and analyzed. [Result/conclusion] Based on the previous analysis, three recommendations are provided: (1) amending policies related to social think tanks; (2) innovating talents hiring and retaining systems; (3) increasing cooperation among social think tanks.
