摘　　要： 在全面推进依法治国和实施精准扶贫背景下,体育扶贫是公民体育权和中国特色公民发展权的重要实现途径。目前,体育扶贫的政府保障义务水平较低,体育扶贫面临的新环境和新需求要求将体育扶贫作为一项单独扶贫政策纳入国家扶贫战略。落实体育扶贫需要国家进行顶层设计,在法治化轨道上实施精准体育扶贫政策,包括保障要素投入到位,推进体育公共服务均等化,明确各级政府责任,发展贫困地区体育产业,同时注重发挥体育扶贫所产生的巨大社会价值。 Under the national background of the rule by law and precision poverty alleviation strategy, sports poverty allevi-ation is an effective way to realize the right of citizen^ s sports rights and the development of citizen with the Chinese char-acteristics. At present, the government＇s mission to protect the poverty has not been finished. According to the new envi-ronment and demand for sports poverty alleviation, it requires that sports poverty alleviation should be included in the na-tional poverty alleviation There should be top design and rule by law. The investment, the equalization of sports public services,the responsibilities at different levels？ the sports industry in poverty driven areas and the social values of sports poverty alleviation should all be properly handled.
