摘　　要： 《城市设计管理办法》明确了城市设计的规划管理地位及实施管理的要求,这对城市设计的编制及其成果形式提出严峻的挑战。总体城市设计工作可以分为两个阶段:总体城市设计方案与城市设计指南。总体城市设计方案工作的目标是凝聚共识与表达空间愿景,使用者是公众和政府其他部门的非专业人员,设计方案使用简明的生活语言和图像媒介来实现跨部门的沟通和公共参与;城市设计指南的使用者是规划管理部门的专业人员及规划设计单位的建筑师、规划师等技术人员,使用规范性的框架和专业术语来表达和传递总体城市设计的目标与要求,目的是有效增进专业人员的沟通和强化城市空间品质的管理。城市设计指南是城市设计方案经过技术转化的专业表达方式,既是城市公共空间的开发标准,又是开发项目的管理依据,还是规划过渡到管理的核心环节。本文研究分析美国城市设计指南的框架和形式,以汕尾市品清湖地区总体城市设计指南编制实践为案例,探索总体城市设计直接用于规划管理的实施途径。 The Regulation of Urban Design Management clarifies the planning and management status of urban design and the requirements of management, which poses a severe challenge to the compilation of urban design and the form of achievement. The overall urban design work can be divided into two phases： the overall urban design scheme and the overall urban design guidelines. The goal of the overall urban design scheme is to unite the consensus and express the vision of space. Its users are the public and non-professionals in other government departments. The design utilizes concise language and images to achieve cross-sectoral communication and public participation. The users of the urban design guidelines are the professional staff of the planning management department and the technical staff of the planning and design unit. Using normative frameworks and professional terms to express and communicate the goals and requirements of the overall urban design, it effectively enhances the professional communication and strengthen the management of urban space quality. The urban design guidelines are the professional expression of the urban design scheme through technical transformation. It is not only the development standards of public space and the management basis for the development of the project, but also the core link of the transition from plan to management. This paper studies the framework and form of the American Urban Design Guidelines and takes the practice of the Shanwei overall urban design guidelines to explore the implementation of the overall urban design directly for planning management.
