摘　　要： 灾害治理是应急管理的重要内容。在灾害已呈常态化的今天,企业已经成为灾害治理的重要组织力量。2015年10月8日,中国民政部公布了《关于支持和引导社会力量参与救灾工作的指导意见》,正式肯定了企业参与灾害救援工作的积极作用。在新的历史条件下,地方政府作为灾害治理的核心主体,要更好地发挥作用,就必须积极为促进企业参与灾害治理提供支持,要主动适应国际社会应急管理发展的新趋势,从多方面入手,激发企业和其他社会组织参与灾害治理的积极性和主动性,构建政府和企业无缝对接的灾害治理体系,形成政府、社会和市场多元共治的现代应急管理合作机制。 Disaster control is an important part of emergency management. Nowadays,when disaster has become normalized,corporations have become an important power for disaster control. On Oct. 8,2015,China Ministry of Civil Affairs published Opinions on Supporting and Guiding Social Forces to Participate in Disaster Relief Work,in which the positive influence of the participation of companies was confirmed. In the new conditions,local government as the core of disaster control,in order to better play its role,must actively offer support to encourage companies to participate in disaster control,voluntarily get used to the new trend of emergency management development in international society,from several perspectives boost the pro-activity of companies and other social organizations to participate,build up the disaster control system and modern emergency management mechanism.
