摘　　要： 综合档案馆在开展社会合作时存在一些担忧和困惑,包括对社会合作风险和档案安全的担忧以及社会合作层次难以把握的困惑等,日益成为综合档案馆深化社会合作的严重障碍。裁量权分配理论从裁量分配的视角为综合档案馆选择社会合作层次提供更加明确的划分标准和依据,有利于综合档案馆更好把握社会合作层次,降低社会合作风险,保障档案安全。根据裁量权分配理论,综合档案馆社会合作可以分为零社会合作、业务外包与咨询、合作治理和志愿公益四个层次,综合档案馆可以根据自身实际,科学分析、选择、设计和管理社会合作,提高社会合作的质量和效益。 The general archives have some concerns and confusions in carrying out social cooperation, such as the concerns about the cooperation risk, archives safety and the cooperation level. It has become a serious obstacle to deepen the social cooperation. The theory of discretion distribution provides more clear criteria and basis for thegeneral archives to choose the social cooperation level fi＇om the perspective of discretion allocation,which is conducive for the general archives to grasp the social cooperation level better, reduce the social cooperation risk and guarantee archives safety. According to the theory of discretion distribution,the social cooperation of general archives can be divided intofour levels：zero cooperation, outsourcing and consulting,cooperative governance and voluntary welfare.Thegeneral archives cananalyze, select, design and manage the social cooperation scientifically according to the reality so as to improve the quality and efficiency of the social cooperation.
