摘　　要： 在经济新常态下,如何增强城市社会救助制度的灵活性和针对性,提高救助的精准度与效率?福利多元主义为完善我国政府主导型的社会救助政策提供了理论范式。本文通过上海社区市民综合帮扶项目的个案研究,试图展示社会救助功能拓展的福利多元主义制度逻辑:为了克服政府主导下社会救助经办服务体系薄弱、慈善资金来源单一、社会组织发育不足等制度性问题,需要采取三方面措施,即规范综合帮扶项目发展,构建救助管理的多元经办服务体系;实施更加积极的综合帮扶项目,推动补缺型救助向发展型救助转型;加大政府购买服务力度,支持综合帮扶社会组织发展,以寻求弥合城市社会救助缝隙的可行路径。 The welfare pluralism in the crisis of the western welfare state provides a theoretical paradigm for the improvement of our government-led social assistance policy. The case study about Shanghai community citizen comprehensive help project trying to show the function expand in social assistance from the welfare pluralism system logic to overcome the bottleneck problems, such as the weak management system and the handling services under the government-led social assistance. We suggest 3 methods： 1） standardize the development of comprehensive assistance projects and build a diversified service system for bailout management; 2） advocate the development of social assistance, increase government procurement services; 3） encourage thedevelopment of social assistance organizations to bridge city’s social rescue gap.
