一种基于空间要求的基本农田保护区划定方法

摘  要: 基本农田保护是我国保护耕地与保障粮食安全的主要举措,基本农田保护区划定关系着耕地保护效率,对土地利用总体布局有重要影响。基本农田保护区划定不仅要考虑耕地质量,还要考虑耕地分布的空间要求,因此该项工作具有高度复杂性,迫切需要相关技术支持。该文构建了一种基于空间要求的基本农田保护区划定方法,用耕地质量指数修正图斑空间集聚度,根据图斑空间集聚度与兼容度的综合结果划定保护区,并以铜山区为例展示该方法的操作过程与其适用性。该文提出的基本农田保护区划定法基于矢量图斑尺度,同时考虑耕地质量与其空间集聚连片的要求,具有科学性与可操作性,可为目前基本农田保护区划定工作提供技术支持。 The prime farmland preservation is the specific measure for cultivated land protection and food safety guarantee in China. The demarcation of prime farmland preservation area(PFPA) has a big influence on the efficiency of cultivated land pro-tection and the overall land use pattern. Actually, demarcation of PFPA not only needs to consider the quality of cultivated land, but also needs to take into account the spatial demands of cultivated land, which is stemmed from spatial dependence, thus this complex issue urgently needs technical support to be dealt with. An approach based on the spatial demands for PFPA demarca-tion was proposed and established in this manuscript where spatial compactness corrected by cultivated land quality index and compatibility were calculated, then based on it, the ideal PFPA ct^uld be obtained by putting the parcels with higher scores to PFPA preferentially. There were three indexes needed to be evaluated, including cultivated land quality index, spatial agglomera-tion degree and compatible degree, of which cultivated land quality was used to revise spatial agglomeration degree, and after that for each spot the revised spatial agglomeration degree and compatible degree were summed up as a criterion to decide if this spot could be classified as PFPA. The proposed method has two advantages: the first is that it is based on vector parcel scale, which means it s spatially explicit, and this is quite important for practical work; the second is that it combines the cultivated land quality and the spatial demand, which represent spatial heterogeneity and dependence, respectively. This research provides a powerful tool for practical PFPA demarcation work and has important significance for cultivated land protection.
