摘　　要： 随着高等教育体制改革的不断深化,我国高校教育水平近年来得到了明显提升,为我国的现代化建设贡献了自己的力量。公办高校由于发展过快引发的资金短缺问题,使公办高校财务风险不断提高。在分析公办高校财务风险内涵和成因的基础上,制定了公办高校财务风险评价体系,并以南京艺术学院为例科学定量地评价了公办高校的财务风险,最后从政府和高校两方面对控制公办高校财务风险提出改进措施。 With the deepening of higher education system reform, China’s higher education has achieved a great leap forward development and made great contribution to China’s modernization. Shortage of funds caused by the rapid development increases the financial risk of public universities and colleges. Based on an analysis of the connotation and causes of financial risk of public universities,a risk evaluation system has been developed. With a case study of Nanjing University of the Arts,the system has been used to carry on a scientific and quantitative measurement of the financial risk of public universities. Improvements have been proposed to control the financial risk of public universities from the government and the university side respectively.
