摘　　要： 2013年上海自贸试验区建立,2014年增设广东、福建、天津自贸区,外商投资管理体制实现了新突破。但是要吸引外资增长加速,仍需要进一步开放外商投资市场环境,特别是金融措施的改革,比如:实现人民币的可兑换和资本市场的货币交换。要最大效率地利用外资,在金融机构、中小企业融资领域引导投资。外商投资监管方面应对接TPP规则,在监管的透明度、争端解决机制等方面注重国际标准。自贸试验区外商投资管理需要进一步放宽外商准入,在监管方面加强探索和试验。 Free trade zone was first established in Shanghai in 2013, and in Guangdong, Fujian, and Tianjin in 2014. A new breakthrough was made in the foreign investment management system. To attract more foreign capital,however,China still needs to further open foreign investment market,and carry out reforms of the financial measures in particular, such as： make RMB convertible and realize currency exchange in the capital markets. China should make the most efficient use of foreign capital and guide investment in financial institutions and small and medium-sized enterprises. The supervision on foreign investment should align with the TPP rules and be in accordance with the international standards in terms of the regulatory system transparency and the dispute settlement mechanism. The foreign investment management in the free trade zone needs to further relax the foreign access and have more explorations and experiments on the supervision system.
