摘 要: 我国人口老龄高龄化的发展使失能半失能群体数量剧增,给国家养老护理保障带来极大压力。长期护理保险制度是"健康中国"战略下应对人口老龄化危机的一道屏障。本文探讨了在建设健康中国的战略背景下,政策环境、经济环境、社会环境以及医疗环境对商业长期护理保险发展的激励作用。文章认为,受法律法规不健全、专业技术人员匮乏、公众对其认可度不高等因素制约,商业长期护理保险面临发展困境。有必要从建立健全法律法规、出台顶层制度战略规划、加强人才队伍建设、提升产品品牌价值等维度促进商业长期护理保险的发展。 China's aging population has caused a sharp increase in the number of disabled and semi -disabled population, which brought great pressure to the national pension care protection. The long - term - care - insurance system is a barrier to the aging of the population under the strategy of "Healthy China". This paper discusses the incentive role of policy environment, economic environment, social environment and medical environment in the development of commercial long - term - care - insurance un-der the background of building " Healthy China". However, the commercial long - term - care - insurance is facing the development dilemma by the lack of laws and regulations, professional and technical personnel and recognition. It is necessary to establish the laws and regulations and the top - level system strategic planning, strengthen the construction of qualified personnel and enhance product brand value to promote the development of commercial long - term - care-insurance.
