摘　　要： 为更好地保障广大女性的合法权益,更加充分地发挥社会保险的作用,本文通过文献梳理和数据分析探究了生育保险和基本医疗保险合并实施的必要性,并对我国并入医疗保险的生育保险制度的财政支持可行性进行分析。结合我国目前的生育率水平,运用logistics模型对生育待遇领取次数进行测算,结合现有生育保险的个人生育补贴平均数,计算出未来十年生育保险基金补贴总额。对财政收入进行灰色GM(1,1)预测后,得出生育保险基金的支出占财政收入的比例,并对所占比例进行分析。研究发现,随着经济发展,财政收入增长的速度要高于财政补贴增速,即财政有能力支持生育保险补贴,将生育保险和基本医疗保险合并实施具有可行性。 To better protect women＇s legitimate rights and interests, giving fully play to the role of social insurance, this paper, by means of literature review and data analysis, studies the necessity of merging maternity insurance with basic medical insurance, as well as feasibility of the financial support to the maternity insurance. Combined with current fertility level in China, the number of maternity pay is measured by using the logistics model; Combined with the existing personal maternity insurance sub-sidies mean, the total birth insurance fund subsidies over the next decade is calculated. With a grey GM （1,1） forecast for fiscal revenue, the proportion of maternity insurance fund from fiscal revenue is drawn, which is then analyzed. It is found that with the economic development, fiscal revenue grows faster than fiscal subsidies, namely the finance has the ability to support the maternity insurance subsi-dies ,and it is feasible to merge maternity insurance with basic medical insurance.
