摘 要: 为加强苏北城市水资源的科学规划与管理,本文以淮安为例对城市用水结构演变过程及其驱动力因素进行分析。结果表明,淮安市属于水资源匮乏地区,用水模式存在结构性问题,主要表现为农业用水量所占比重过大,第三产业用水占比过低,这在一定程度上反映了苏北地区的经济社会发展现状。淮安市用水结构演变的主要驱动力包括农田灌溉面积、工业用水重复利用率、人口、城市生态环境建设等要素。因此,应当加强淮安市水资源的科学管理与规划,促进节水型社会建设,从而实现人水和谐、宜居江苏的目标。 In order to strengthen the scientific planning and management of urban water resources in Northern Jiangsu Province, this paper takes Huaian as an example to analyze the evolution process of urban water use structure and its driving forces. The results show that the Huaian city belongs to the scarcity of water resources, water mode structural problems, mainly for agricultural water use excessive proportion of the third industry accounted for low water, which reflects the economic and social development situation in Northern Jiangsu area to a certain extent. The main driving forces for the evolution of water use structure in Huaian include irrigation area, reuse rate of industrial water, population and the construction of urban ecological environment. Therefore, we should strengthen the scientific management and planning of water resources in Huaian, promote the construction of water-saving society, and achieve the goal of "harmony between man and water, livable Jiangsu".
