摘　　要： 这里通过构建公共服务辐射能力指标模型,运用主成分分析法和因子分析法研究了重庆市涪陵区建设区域性公共服务中心的现状及存在的问题。分析结果表明,2010-2014年,涪陵向周边区县的辐射范围在不断地向内缩小,涪陵建设公共服务中心面临巨大的挑战。究其原因在于资源配置不均衡,公共服务功能不强;财政投入压力较大,公共服务效率不高;品牌知名度不高,高素质人才难留等。因此,涪陵构建区域性公共服务中心的路径应以制度创新为引领,挖掘改革红利;以人才和技术为引领,提升公共服务能力;以资源优化配置为引领,实现公共服务供给的多元化。 By constructing the model of public radiation capability and using the principal of component analysis and factor analysis, this paper reveals the situation of Fuling District and the existing problems in the construction of the regional public service center. The analysis results show that, in the years from 2010 to 2014,the radiation scope of Fuling District toward the neighboring district constantly shrinks inwards and the construction of Fuling public service center is facing enormous challenges. The problems can be attributed to the following factors: imbalanced resource distribution, weak public service function, great pressure from financial investment,inefficient public service, poor popularity of the brand, and frequent flowing of talents. In light of these factors,the paper proposes the ways for constructing Fuling's regional public service center: acquire the dividend of the reform through system innovation, promote public service capacity by introducing personnel and technology, and pluralize public service supplying by optimizing resource allocation.
