摘 要: 宏观政策规则分为时间一致性和相机抉择政策。尽管1998年就将"建立合理的住房价格体系"作为时间一致性政策的目标,但1998-2016年的房地产市场调控政策并没有将这一目标贯彻始终。相机抉择政策的内在缺陷导致政策效力难以达到预期。两种政策相互配合,发挥各自优势,可使住房价格保持在合理水平。 Macro policy rules are divided into time-coherent policies and discretionary policies.Although the Chinese government set 'establishing a reasonable housing price system' as a goal of time-consistent policy in 1998,it failed to carry it through in its real estate market regulation during the 1998-2016 period.The inherent defects of discretionary policies led to the failure to achieve the expected effectiveness of the policy.Co-coordinating the two kinds of policies and giving full play to their respective advantages can keep housing prices at a reasonable level.
