摘 要: 在回顾我国公共图书馆服务体系可持续发展研究现状的基础上,以广东流动图书馆为例,客观总结该模式的先进性在于其垂直化运作模式、契约化管理模式以及流动化纸质资源配置与数字资源共享机制;指出其存在问题包括:该服务体系的文化项目属性无法取代制度保障,与地方政府的契约关系约束力不强,缺乏稳定完善的财政制度与政策,缺乏科学、透明的绩效考核机制以及现代图书馆治理理念与模式等;提出建立公共图书馆服务体系治理机制的改革思路,即:确立公共图书馆服务体系的合法属性,确立公共图书馆服务体系合理的建设主体和职责,合理设置公共图书馆服务体系的委托建设主体,组建专业的公共图书馆服务体系管理委员会,建立系统完善的社会效益评估机制和监督机制等。 The paper reviews the status quo of studies on sustainable development of China public library service system with Guangdong as an example. Guangdong Mobile Libraries System excels in following aspects : the model' s vertical operation mode, contract management mode, and the mobile printed resources allocation and digital resources sharing mechanisms. However, some problems exist, which include the failure of the service system' s cultural project nature to replace system guarantee, not-so-strong contract binding relationship with the local government, a lack of sound and stable financial system and policies, the absence of scientific and transparent performance evaluation system, and a lack of modern library management concepts and models. Strategies are recommended as follows: establishing the legal nature of the public library service system and its management mechanism, identifying reasonable establishing actors and their responsibilities, rational set-up of commissioned establishing actors, formation of a professional management commission as well as a sound and systematic social evaluation and supervision mechanism.
