摘　　要： 在生态环境多元共治模式中,各治理主体都有自己的利益和规则,当生态环境问题变得异常复杂,而彼此间的职责又不明确时,会造成多元共治关系失效,给多元共治模式有效运行带来阻力。一般来说,构建多元共治的生态环境治理模式,关键在于客观公正地分析各个阻力因素的来源和强弱。 Under multiple collegiality mode of eco-environment, each governance body has its own interests and rules. However, the exceptional complex of eco-environment and absence of clearly defined duties among dif- ferent bodies may lead to the invalidation of multiple collegiality relationship, which may bring about resistance to effective operation of multiple collegiality mode. Generally speaking, the key of constructing multiple collegiality mode of eco-enviranment lies in an objective analysis of the sources of resistance factors and their strength.
