摘　　要： 大学治理体系与大学治理能力是一种结构与功能的关系，大学治理能力的现代化有赖于大学治理环境的改观与大学治理体系的完善。中国大学现行行政控制型的治理模式，体现了高度行政化的大学治理环境与大学治理体系，也从根本上制约了整体的大学治理能力。为此，应从改良大学治理环境、重构大学治理结构、优化大学治理过程和建设大学治理文化等方面来推动大学治理环境的改善和大学治理体系的重塑，进而达成有效提升大学治理能力、促进大学治理能力现代化的目标。 There are strnctural and functional associations between governance capacity. The modernization of university governance capacity the university governance system and the university depends on the improvement of the environment and the system of university governance. The administrative governance model of China＇s universities, which reflects a high degree of administrativeness of our university governance environment and university governance system, fundamentally restricts our universities＂ governance capacity. Therefore, in order to effectively upgrade our university governance capacity and promote the modernization of university governance capacity, factors mentioned above should be considered as key factors and relevant countermeasures should be developed.
