摘　　要： 文章以关联数据思想为基础,提出了一个基于关联数据的递进式政府数据开放模式,将政府数据开放分为数据开放、关联开放和深度开放三个阶段,给出了一个四层结构的松耦合和开放性的技术框架,对框架所涉及和需要解决的关键性问题进行了探讨,包括数据描述与发布、数据管理与服务、语义互操作支持以及社会化参与等,为相关研究和实践提供一个系统性的路径指导和实现参考。 In this paper, a three-leveled pattern and a corresponding technical framework were put forward for OGD based on linked data. The framework was open and composed of four loose coupling layers. The roles, tasks and implementation methods of each layer were discussed, including data description and distribution, data management and services, semantic interoperability support and social participation, etc.
