摘　　要： 提高社会风险治理水平,构建和谐社会是当下学界的热点话题,文章拟从＂社会心理学＂的视角出发,基于海口市M区的实地调研,从＂居住地安全感、公共场所安全感、工作场所安全感＂三个维度对城市公众安全感进行深入调查,并从个体层面和社会层面探讨城市公众安全感的影响因素;进而思考如何在＂社会治安水平（如破案率、犯罪率等）不变＂的前提下,提升城市公众安全感的新对策,即提高警力资源配置水平,利用大众传媒传播＂正能量＂,提高公众自我防范技能。 Nowadays,promoting the standard of social crisis governance and creating a harmonious society is the hot topic in the academic circle. This research,from the perspective of social psychology,tries to take the case of M district of Haikou as an example. It takes three dimensions as the subject,including the sense of safety in living areas,public areas and working areas. Then the paper explores the factors of the sense of safety in the individual and social dimension,in order to explore the measures of improving the standard of sense without improvement of safety-guard level. Measures are to improve the input level of police resources,to broadcast the optimistic power to the public through the social media,and to strengthen the level of skills of citizens＇ self-protection.
