供应链碳足迹测算与治理

摘  要: 在全球经济一体化的背景下,碳排放已经通过供应链的传导机制转移到中下游企业。因此,碳排放考察角度应该是全路径的,即测算供应链碳足迹。对广东汽车供应链碳足迹的测算显示,广东汽车产业碳排放的分布极不均匀,其中核心企业的设计研发已经达到国际低碳标准,其生产制造环节的碳排放接近先进制造业的碳排放水平。但是,供应链中下游企业的碳排放却居高不下,其中配套企业的零部件提供、物流企业的运输配送、销售企业的使用维护,构成了广东汽车产业的三大碳排放源。此外,汽车报废产生的碳排放极易被人们所忽视,但其危害性特别值得关注。测算结果还表明,由于存在碳排放转移现象,广东汽车产业局部节能减排措施并没有带来供应链整体环境的改善。有效的碳治理除改善供应链中下游企业生存环境外,更重要的是对供应链碳足迹排放源进行同步治理,以实现节能减排的整体功效。 With the trend of global economic integration, carbon emissions has transferred to the downstream enterprises through the supply chain transmission mechanism. So carbon emissions inspection should take an all-round view, known as the carbon footprint of the supply chain. Carbon footprint measurement of Guangdong automobile supply chain showed an uneven distribution of carbon emissions of the auto industry in Guangdong. The R&D of the core enterprises has reached the international low carbon standards with their production manufacturing carbon emissions close to the advanced manufacturing level. While carbon emissions of the middle and lower reaches in the supply chain enterprises is high. Spare parts suppliers, logistics enterprises, and sales enterprises constitute the three major carbon source of the auto industry of Guangdong. In addition, the carbon emission generated by scrapping of old cars may easily be ignored by people, and its harmfulness is more worthy of attention. Calculated results also showed that, due to carbon transfer phenomenon, local energy conservation and emission reduction measures of the auto industry in Guangdong did not improve the supply chain environment. Effective carbon management can improve the environment for the middle and lower reaches of the supply chain enterprise. An integrated improvement of the source of carbon footprint in supply chain governance is needed to achieve the overall efficacy of energy conservation and emissions reduction.
