摘　　要： 基于2003-2014年省际面板数据,构建联立方程考虑产业集聚与环境污染的内生性,探讨了二者相互影响机制。研究发现：产业集聚具有的知识共享及技术溢出效应有助于提高企业生产效率及管理水平,降低单位产出能耗,改善生态环境。而环境污染提高了企业生产成本,加速企业外迁,抑制了产业集聚。研究结论证实了我国存在＂污染避难所＂现象,提示政府应动态看待产业集聚与环境污染间的互动关系,避免盲目产业转移而降低环境治理效率,引起更大范围的生态环境问题。 Based on Chinese provincial panel data from 2003 to 2014,this paper explores the mutual influence mechanism between industrial agglomeration and environmental pollution by constructing simultaneous equations. Result shows that industrial agglomeration contributes to the production efficiency and management level,reduces the energy consumption per unit output and improves the ecological environment. Serious environmental pollution increases the production cost of enterprises and accelerates enterprise relocation,thus suppresses industrial agglomeration. The conclusion confirmes the phenomenon of ＂pollution haven＂,suggests government treat the interaction between industrial agglomeration and environmental pollution dynamically,avoid blind industrial transfer which will reduce the efficiency of environmental governance,thus cause larger ecological environment problems.
