摘 要: 以新市民确定信息需求总量—社区信息服务质量—新市民信息需求满足程度为核心反馈回路,构建新市民信息需求与社区信息服务互动关系系统动力学模型,以广东省2005-2014年城镇化相关数据为样本,运用Vensim PLE软件进行系统仿真分析和灵敏度分析。研究结果表明,广东省新市民确定信息需求的总量将于2024年达到峰值,信息服务能力水平、渠道质量、信息质量、反馈效果在2008至2020年期间都呈快速增长趋势;社区对信息服务的重视程度、服务部门的办事效率等都对社区信息服务质量有重要影响。结合模型结果,以及相关领域的信息服务策略研究成果,提出提高广东新市民社区信息服务质量的对策与建议。 Using a main feedback loop containing the amount of identified information needs, the quality of community information service and the satisfaction degree of new citizens towards information service, a system dynamics model of the interaction between new citizens' information needs and community information service can be built. Then the Vensim PLE software is used to do simulation analysis and sensitivity analysis. The research results indicate that the amount of identified information needs of new citizens in Guangdong province will peak in 2024; the ability of information service, the quality of information and communication channel, and the effect of feedback all show a rapidly increasing trend from 2008 to 2020; some factors such as the emphasis on information service and the efficiency of service departments have a significant influence on the quality of community information service. Finally, approaches and suggestions for improving the quality of community information service are put forward according to the results of model analyses and previous studies of information service strategies.
